The Institute of Knowledge Exchange (IKE) establishes High-Quality Standard and Management Hub with Generous Donation from GoFintech Innovation Ltd

The Institute of Knowledge Exchange (IKE) at The Hang Seng University of Hong Kong (HSUHK) has established the High-Quality Standard and Management Hub (HQSAM Hub), following a generous HK$500,000 donation from GoFintech Innovation Ltd (290.HK). The opening for the new hub and a MoU signing ceremony was successfully held on 24 August 2024.

The HQSAM Hub has been created with the goal of establishing and implementing high-quality standards, promoting applied research and innovation in quality management, providing education and training, facilitating industry collaboration, and sharing best practices to support sustainable development and responsible practices.

Addressing the attendees at the opening ceremony, Prof Simon S M Ho, the President of HSUHK,
discussed the various definitions of quality management that have emerged over the past years. He has also studied how new standards have resulted in new quality standards that increase performance and elevate the standard of products and services. He cited the recent example of China’s first-ever AAA gaming masterpiece as an illustration of how innovation and excellence in high-quality standards can propel a business to new heights, enhancing global competitiveness and setting new benchmarks. “Adherence to rigorous standards, coupled with a focus on innovation, can translate into significant business benefits and broader social impact”.

Dr Isaac Ng, Co-Director of HQSAM Hub, shared the Hub’s development plan including offering training courses to meet the needs of social development, including initiatives for Green Building, Internet of Things, and robotic applications in daily property management, as well as applying new technologies to building management and participating in smart city development policies and technologies. The long-term goal of the Hub is to construct a standard mutual recognition platform applicable to the Greater Bay Area and even abroad. Through the collaboration of different stakeholders, the Hub aims to further improve the quality of brands and define service and product standards and criteria.

Prof Gavin Chau, Hon. president of Hong Kong Quality Management Association (HKQMA) and Co-Director HQSAM Hub, emphasised that high-quality development is an essential domain of national development. He explained that the economy should transition from high-speed growth to a stage of high-quality development. Systematic construction is an intrinsic requirement and important approach for theoretical innovation. Prof Chau highlighted that quality standards can increase customers’ and the market’s trust in enterprises, which is the foundation for them to participate in domestic and international market competition.

Discussing the establishment of the Hub, Prof Chau noted that it unites various professional institutions and experts to work towards high-quality and management development, such as the Macao Quality Brand International Certification League. The Hub also promotes the mutual recognition of professional qualifications in the Greater Bay Area and provides courses, training, and exchange opportunities.

Mr Yuan Tianfu, Co-Chief Executive Officer of GoFintech Innovation Limited, praised HSUHK and HKQMA for their excellent reputation in the academic and industrial sectors as pioneers of knowledge and innovation. He expressed that having the opportunity to participate in the establishment of the HQSAM Hub is a valuable learning and growth opportunity for GoFintech. Dr Brian Chan, Co-President of GBA Education Resources Centre stated that according to government data as of the end of last December, around 36,000 out of the approximately 51,000 approved applications for the Top Talent Pass Scheme had arrived in Hong Kong, accounting for about 70% of the approved applications. Dr Chan believes that those admitted under the Top Talent Pass Scheme are eager to acquire relevant professional knowledge after arriving in Hong Kong, in order to combine theory and practice to drive the internationalisation and high-quality development of their industries. In the future, through the establishment of HQSAM Hub, it is hoped that the advantages of Hong Kong’s educational resources can be fully utilised to provide more possibilities for the development of those admitted under the Top Talent Pass Scheme and related industries.

Dr John Leung, Director of IKE, explained the concept of new quality standards, highlighting breakthroughs in performance quality, such as the significant improvement in computer power over the past decade. He also mentioned innovative quality, like the ESG framework, which redefines new measurement standards and requirements for individuals and businesses. Dr Leung emphasized that quality management also implies learning quality, as those who can learn, implement knowledge, and innovate quickly will be able to meet the new quality standards.

During the opening ceremony, Dr Issac Ng signed a memorandum of understanding for collaboration with HKQMA, represented by their Chairman Dr Frankie Lam, and GoFintech Innovation Limited, represented by their Co-Chief Executive Officer Mr Yuan Tianfu. GoFintech has committed a donation of HK$500,000 to support the development of the HQSAM Hub, and the Hub will work closely with HKQMA to offer a variety of training courses and business engagement with corporations in the high-quality standard and management sector.

The Institute of Knowledge Exchange and the HQSAM Hub are committed to making a lasting impact on the Hong Kong and Greater Bay Area communities, positioning the region as a hub for excellence in quality management and sustainable innovation.

香港恒生大學(HSUHK)知識交流學院(IKE)已成立高品質標準與管理平台(HQSAM Hub),這是由國富創新有限公司(290.HK)慷慨捐贈港幣500,000元所建立。新平台的開幕儀式和合作備忘錄錄簽署儀式於2024年8月24日完滿舉行。

HQSAM Hub的成立旨在建立和實施高品質標準,促進優質管理方面的應用研究與創新,提供教育培訓,推動行業合作,並分享最佳實踐,以支持可持續發展和負責任的實踐。

在開幕式上致辭時,恒生大學校長何順文教授討論了近年來出現的各種質量管理定義,並研究了新標準如何產生提高績效和提升產品及服務標準的新質量標準。他引述最近中國首部AAA級遊戲精品為例子,說明高品質標準的創新與卓越如何推動企業登上新的高度,增強全球競爭力並樹立新的基準。「堅持嚴格的標準,並專注於創新,可以轉化為重大的商業效益和更廣泛的社會影響。」

HQSAM Hub聯合總監吳家鎚博士分享了平台的發展計劃,包括開發培訓課程以滿足社會發展需求,如綠色建築、物聯網、日常物業管理機器人應用,以及將新技術應用於建築管理並參與智慧城市發展政策和技術。平台的長遠目標是構建一個適用於大灣區乃至海外的標準相互認可平台。通過不同利益相關方的協作,平台旨在進一步提升品牌質量,並界定服務和產品標準及標準。

香港品質管理協會名譽會長兼HQSAM Hub聯合總監周家賢教授強調,高質量發展是國家發展的重要領域。他解釋,經濟應從高速發展過渡到高質量發展階段,系統構建是理論創新的內在需求和重要方法。周教授指出,質量標準可以增加客戶和市場對企業的信任,這是企業參與國內外市場競爭的基礎。

談到平台的建立,周教授表示,它匯聚了各種專業機構和專家,共同致力於高質量和管理發展,如澳門質量品牌國際認證聯盟。平台還會推動大灣區專業資格的相互認可,並提供課程、培訓和交流機會。

大灣區教育資源中心聯席主席陳祺興博士表示,根據政府數據,截至上年十二月底,約51000份獲批的「高端人才通行證計劃」申請中,已有約36000份抵達香港,佔獲批申請的約70%。
陳博士認為,獲「高端人才通行證計劃」錄取的人才抵港後,都渴望獲取相關專業知識,以期結合理論與實踐,推動所屬行業的國際化和高質量發展。未來,透過建立「高質素人才匯聚中心」,希望能充分利用香港的教育資源,為「頂尖人才通行證計劃」錄取者及相關行業提供更多發展可能。

知識交流學院總監梁偉強博士闡述了新質標準的概念,突出了性能質量的突破,如過去十年計算機運算能力的顯著提升。他還提到了創新性質,如ESG框架,它重新定義了個人和企業的新測量標準和要求。梁博士強調,質量管理也意味著學習質量,能夠快速學習、實踐知識和創新的人才,才能滿足新的質量標準。

在開幕儀式上,吳家鎚博士與香港品質管理協會主席林建新博士,以及國富創新有限公司聯席首席執行官袁天夫先生簽署了合作備忘錄。國富創新承諾捐贈港幣五十萬元支持HQSAM Hub的發展,平台將與香港品質管理協會密切合作,提供各種培訓課程和與企業的業務互動。
